Holger Kelle is Managing Director and Co-Founder of INCITIAS, with more than 30 years' experience in engineering, project delivery, Owner's Engineering, project management consulting, and original equipment development for complex energy and marine infrastructure projects.

He has led multidisciplinary Owner's Engineering and PMC teams across LNG terminals, FSRUs, floating infrastructure, mooring systems, marine transfer systems, offshore facilities, and energy transition projects. His work helps owners, developers, lenders, and project teams make technically robust and commercially defensible decisions across concept development, FEED, procurement, construction, commissioning, and operations.

His career includes major terminal infrastructure programmes in the USA, Southeast Asia, Hong Kong, Germany, Bangladesh, Sri Lanka, and Australia. His current work extends into hydrogen, green ammonia, CO₂ sequestration, offshore battery storage, and critical infrastructure resilience.

Holger's approach is based on integrated project delivery, treating advisory, engineering, original equipment development, approvals, constructability and operations as connected parts of one project strategy rather than separate workstreams. Under his leadership, INCITIAS helps clients define the right scope early, test technical decisions against commercial and delivery constraints, and maintain continuity from feasibility through commissioning, reducing the risk of late redesign, procurement misalignment, approval delays, construction issues and operational compromise.

Holger has contributed to more than 67 terminal and energy infrastructure projects across multiple continents, covering LNG regasification, storage, FSRUs, floating infrastructure, mooring systems, marine transfer systems, and specialist offshore equipment. His experience spans concept development, FEED review, Owner's Engineering, PMC leadership, procurement strategy, constructability, commissioning readiness, and operational risk review.

His advisory work includes technical lending advisory for the World Bank and the Asian Development Bank, technical and commercial due diligence for private equity and the Commonwealth Bank of Australia, and expert witness work in the Admiralty Court of Australia. These roles required engineering judgement capable of withstanding lender scrutiny, investment review, contractual challenge, and formal legal proceedings.

More recently, Holger has led work across hydrogen, green ammonia, CO₂ sequestration, offshore battery storage, and critical infrastructure resilience, including Project Director responsibility for the FEED and EPCM delivery of SPARC Hydrogen's photocatalytic reactor plant in South Australia. He has also been responsible for implementing critical infrastructure risk review and compliance frameworks for energy and port-related infrastructure, including the practical application of European security, resilience, and critical infrastructure standards.
